3、Qualification Requirements For Bidder
Qualifications or Performance:3.1Suppliers from the People's Republic of China or countries/regions having normal trade relations with the People's Republic of China are eligible to participate in the bidding.
3.2 Successful completion as main supplier within the？last？3 years(January 1, 2023, to the bid submission deadline, with the acceptance date as the reference)of at least one completed and accepted supply performance record for tablet aluminum-plastic packaging systems of the same type as the project, which meets the following technical parameters: a stable production speed of no less than 600 boards per minute (with three aluminum-plastic boards punched out in a single operation) and a mold width of no less than 240 mm.
Bidders shall provide the following supporting documents for the performance record: copies of the product layout drawing(with three aluminum-plastic boards punched out in a single operation and a mold width of no less than 240 mm), acceptance report, and key pages of the contract. The above evidence documents in Chinese version shall be submitted in the bid if the Contract Experience were signed in non-Chinese.Commercial confidential information may be redacted, but the remaining content shall clearly demonstrate the contract signing date, procurement scope, and names of all contracting parties as required by this clause. If the product name specified in the contract does not align with the requirements herein, supplementary supporting materials (e.g., technical agreements) may be submitted.
The Bid Evaluation Committee reserves the right to verify the original copies of the supporting documents. All aforementioned documents shall be submitted in duplicate with the bidder's official seal or authorized signature affixed; otherwise, the documents shall be deemed invalid.
3.3 Bidders shall submit an？Integrity Declaration？(self-formulated format), in which they shall commit to complying with the relevant laws and regulations of the People's Republic of China and confirm that the following circumstances do not apply to them:
(1) Pending litigation cases or adverse performance records related to the bid goods or business scope;
(2) Administrative penalties imposing a suspension of bidding eligibility issued by relevant state authorities or authorities at the level of Fujian Province (including its municipalities or any county/district-level administrative divisions), with the penalty period still in effect.
Bidders shall submit a credit reference certificate issued by their depository bank within three months prior to the bid opening date. For bidders registered as domestic enterprises in the People's Republic of China, a copy of the？Basic Deposit Account Permit？or basic deposit account certification issued by the People's Bank of China (PBC) shall also be provided; if such documents cannot be obtained due to policy adjustments, alternative supporting materials shall be submitted to demonstrate the validity of the basic deposit account.
3.4Bidders should successfully complete registration on http://m.bdtools.cn
(hereinafter abb. as"the Website") prior to the deadline for submission of bids
stipulated in the bidding document. Otherwise, the bidders cannot enter into bidding
procedures, and any consequence arisen thereafter shall be borne by bidders.
