3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Basic Qualifications for Bidders
1.For overseas bidders: Valid registration documents issued in accordance with the laws of the country/region where the bidder is established.
2.For domestic bidders: Valid business license of enterprise legal person.
3.Bidders shall submit a configuration list of the bid equipment.
4.Bidders must be the manufacturers of the bid products or authorized agents of the manufacturers. If the goods supplied by the bidder under the contract are not self-manufactured, the bidder shall provide the official authorization letter issued by the manufacturer (in the format specified in International Competitive Tendering Documents for the Procurement of Mechanical and Electrical Products (Volume I)). Bids authorized by China general agents, regional agents or other agents of the manufacturer are not accepted; bids authorized by representative offices, liaison offices or other entities without independent legal person status are not accepted (the original manufacturer's authorization certificate must be provided).
5.Bidders shall provide the original letter of creditworthiness issued by their opening bank within three months prior to the bid opening date, or a scanned copy thereof (if the letter of creditworthiness clearly states that copies are invalid, the original must be provided; the tendering agency reserves the right to verify the original). For bidders registered in the Chinese mainland, additional materials shall be provided, including one of the following: scanned copy of the Account Opening Permit issued by the People's Bank of China (sealed with the bidder's official seal); original letter of creditworthiness showing the basic account information (original copy); basic deposit account information (in bank format or with bank seal); scanned copy of the Bank Seal Filing Card (sealed with the bidder's official seal); scanned copy of the Application for Opening a Corporate Bank Settlement Account (sealed with the bidder's official seal); or other valid supporting documents.
6.Bidders shall have project performance in the semiconductor test board field, with a cumulative of no less than 3 application cases of the bid equipment in PCB manufacturers in the recent 1 year (from January 1, 2025 to the bid deadline). The performance entity must be the bidder itself. Bidders shall provide the performance contracts of the bid products, with scanned copies of key pages as supporting documents (including but not limited to the cover page, procurement content page and the page with the official seals of both parties).
3.2 Consortium Bidding
Consortium bidding is not accepted.
3.3 Document Registration Requirement
Potential bidders who fail to register and purchase the tender documents at Guangdong Machinery & Electric Equipment Tendering Co., Ltd. shall not participate in the bidding.
